David X. Sullivan, United States Attorney for the District of Connecticut, P.J. O’Brien, Special Agent in Charge of the New Haven Division of the FBI, and Hartford Police Chief James C. Rovella today announced that a federal grand jury in Hartford has returned an indictment charging KIJUAN TERRELL, 40, of Hartford, with firearm possession and fentanyl distribution offenses.The indictment alleges that, on March 11, 2026, Terrell possessed a Smith & Wesson .38 Special revolver with an obliterated serial number, and fentanyl that he intended to distribute.It is alleged that Terrell’s criminal history includes state felony convictions for criminal possession of a firearm, possession of narcotics, and escape.
It is a violation of federal law for a person previously convicted of a felony offense to possess a firearm that has moved in interstate or foreign commerce.The indictment, which was returned on May 13, 2026, charges Terrell with unlawful possession of a firearm by felon, an offense that carries a maximum term of imprisonment of 15 years; possession of a firearm with an obliterated serial number, an offense that carries a maximum term of imprisonment of five years; and possession with intent to distribute fentanyl, an offense that carries a maximum term of imprisonment of 20 years. Terrell has been detained since his arrest. He appeared yesterday in Hartford federal court and pleaded not guilty to the charges in the indictment.U.S. Attorney Sullivan stressed that an indictment is not evidence of guilt.
Charges are only allegations, and each defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.This investigation is being conducted by the Hartford Police Department and the FBI’s Northern Connecticut Gang Task Force, which includes members from the Connecticut State Police, the Connecticut Department of Correction, and the East Hartford, Hartford, New Britain, West Hartford, Wethersfield, and Newington Police Departments. The case is being prosecuted by Assistant U.S. Attorney Robert S.
