He was responsible for Magnitsky’s mistreatment in detention including poor conditions of detention and the denial of, or failure to provide, adequate medical care, which contributed significantly to his death. Komnov was also involved in concealing evidence of that mistreatment, including providing false or misleading information to the Public Oversight Commission for Human Rights Observance in Moscow Detention Centres.
