Why this page exists

Sanctions and PEP data is free to read almost everywhere. It is not free to redistribute everywhere β€” and the two are different legal questions. US federal sanctions lists are public domain. The UK's are Crown copyright, redistributable commercially but only with attribution. The EU's fall under a specific reuse decision. Some national PEP sources publish under a clear open license; a few publish with no license statement at all, which means redistribution rights have to be independently cleared before that source can be used commercially.

No commercial vendor in this category publishes a per-source license breakdown at all β€” the closest any competitor gets is an aggregate list count ("1,000+ lists," "75+ lists"), never an enumerated, licensed catalog (see our State of Sanctions Data Transparency β€” 2026 report, Β§4, finding 3: "no commercial vendor publishes per-source redistribution terms"). Open-data projects do better: OpenSanctions is the clear leader on overall source transparency, but applies one blanket CC BY-NC 4.0 across its combined output rather than surfacing each upstream source's own license terms. This page is the more granular version: source by source, license by license.

A vendor that hides its sources also hides the redistribution-rights question you inherit as their customer. This page exists so that question has a public, checkable answer for every source we track β€” live or not yet live.

A "Coming" or "Clearance pending" row means the license terms below are what we found in our own research β€” not yet a system we redistribute under. [PENDING] in the source catalog denotes rows where engineering's shipped/clearance state is still being finalized; we render those here as their catalog-listed status.

This page summarizes publicly stated licensing terms for each data source we track, as documented in our internal data catalog and cross-checked against each licensing instrument's own public text where one exists. It is compiled and maintained by ProofAML's marketing and engineering teams, most recently reviewed 2026-08-24.

This is not legal advice. License terms, especially for government open-data programs, can change, and our characterization above is a good-faith summary, not a substitute for reading the primary instrument yourself. Before relying on any row above for your own redistribution decision, confirm the current terms at the primary source:
